Contests like this can potentially generate large amounts of interest and entrants. In order to handle such a huge work load, some companies or organizations allow the public to vote for the winners to narrow to the top 10, 5, or even 3. Then a panel of qualified judges can focus on what are hopefully the best videos.
A traveling "film" festival could result from this competition - perhaps in the areas where finalists are from or as a component of a planned traveling celebration.
